How much does the WhatsApp Business API cost? Message pricing after 1 October 2026

The WhatsApp Business API charges for every message a business sends, and the price depends on the message category. Since 1 October 2026, replies within 24 hours of a customer message are also charged once a number passes 1,000 a month. For Turkish numbers, marketing messages usually make up most of the bill.

How is WhatsApp Business API pricing calculated?

With the WhatsApp Business API, part of Meta's WhatsApp Business Platform, you pay for every message your business sends that gets delivered. Messages customers send you are free. Two things set the price: the message category and the country code of the recipient's phone number.

This model started on 1 July 2025. Before that, Meta charged per 24-hour "conversation". Now each template message counts on its own, so a business that sends one customer three updates in a day may see a different bill than before.

Message categories

Meta splits messages into two groups. Template messages can be sent at any time but must follow a format Meta has approved. Non-template messages can only be sent inside the 24-hour window that opens when a customer writes to you.

  • Marketing: campaigns, discounts, product launches, abandoned cart reminders.
  • Utility: order confirmations, shipping updates, appointment reminders and other transactional messages the customer expects.
  • Authentication: one-time passcodes for login or confirming an action.
  • Service: free-form replies you send within 24 hours of a customer message.

What changed on 1 October 2026?

Two things. First, service messages are charged again. Each business number can send 1,000 service messages a month for free, and unused messages do not roll over. Service messages above that are billed. Second, utility templates sent inside an open 24-hour window are now charged. They used to be free.

Meta Business Agent messages, the AI replies Meta generates for you (building your own AI agent is a separate topic), are billed at $2 per million tokens. Meta says a typical message uses 20,000 to 25,000 tokens, roughly 4 to 5 cents. No free tier or volume discount applies to them.

The free entry point rule still applies: if a customer messages you from a Click to WhatsApp ad on Facebook or Instagram, marketing, utility, authentication and service messages are free in the window that opens, for up to 7 days.

Per-message list prices for Turkish numbers (USD, as published by secondary sources for 1 October 2026; excludes volume discounts, check Meta's rate card)
Category When it is charged Turkey list price
Marketing Always (except inside a free entry point window) about $0.0109
Utility Always, including inside the 24-hour window from 1 October 2026 about $0.0009
Authentication Always about $0.0009
Service Above 1,000 per number per month about $0.0009
Business Agent (AI) Always, no free tier $2 per million tokens

Estimate your monthly cost

Enter your monthly message counts below. The defaults describe a mid-sized online shop: two thousand campaign messages, three thousand order and shipping updates, five hundred login codes and four thousand customer replies. You can change the per-message rates in the expandable section.

You will most likely see the same pattern: for Turkish numbers, utility and service messages cost almost nothing and marketing messages make up most of the bill. So the real cost conversation is about how many campaign messages you send and whether they bring in sales.

What do you pay besides Meta's fee?

There are two ways to use the WhatsApp API. You can connect your own software directly to Meta's Cloud API, or you can go through a Business Solution Provider (BSP). With a direct connection you pay only Meta's message fees, but your software handles the integration and template management. A provider gives you a ready-made inbox, bulk sending and support, and charges a monthly fee or a markup per message.

When you ask for quotes, ask these separately. If you need it connected to your own systems, see our integrations page.

  • Is Meta's fee passed through at cost, or marked up?
  • Is there a fixed monthly fee, and how many users and numbers does it include?
  • Which currency is the invoice in? Meta sets the currency when the account is created and it cannot be changed later.
  • Is the connection to your CRM, online shop or accounting software included, or billed extra?

Ways to lower the bill

Move messages into the 24-hour window. When a customer writes to you, you can reply freely, and those replies are free up to 1,000 a month. Inviting customers to message you after an order ("write to us here if you have questions") turns some later updates into service messages.

Keep utility and marketing apart. If you add a discount code to a shipping update, Meta may classify the template as marketing and charge accordingly. Separate templates are cheaper and also get approved more reliably.

Measure your marketing messages. If you do not know which campaign message turned into a sale, you cannot know what to cut. A campaign tag on the link and matching the sale in your CRM is enough.

Setup

Setting up the WhatsApp Business API step by step

  1. 01 Verify your Meta business account Get your company details verified in Meta Business. You will need documents such as your tax certificate and company address. Unverified accounts have low sending limits.
  2. 02 Choose the number A number used on the API cannot be used in the WhatsApp app on a phone at the same time. You need a new number or have to migrate the existing one.
  3. 03 Decide between direct and provider If you have your own software, connecting directly to the Cloud API removes the provider fee. If you want a ready-made inbox, a provider gets you started faster.
  4. 04 Add a payment method Because service messages are charged after 1 October 2026, delivery of service messages can stop if the account has no valid payment method.
  5. 05 Write templates and submit them Write separate templates for orders, shipping, appointments and authentication. Do not mix marketing content into utility templates.
  6. 06 Connect your software and test Tie order, shipping or appointment events to template messages. Route customer replies to the right record in your CRM. Test with test numbers first.

Frequently asked questions

01

What is the difference between the WhatsApp Business app and the API?

The app is free and used by hand on one phone. The API connects to your software, lets several people answer from the same number, sends automated updates and links to your CRM. The API is charged per message.

02

Do I pay when a customer messages me?

No. Only messages your business sends and that get delivered are charged.

03

What do the 1,000 free service messages cover?

Free-form replies you send within 24 hours of a customer message. Each business number gets its own allowance, it resets every month and unused messages do not roll over.

04

Can I pay in Turkish lira?

Turkish lira is not among the 16 currencies Meta supports as of 1 July 2026, so invoices are usually in US dollars or euros. Some providers invoice in lira; ask when you get a quote.

05

Is messaging customers abroad more expensive?

The recipient's country code sets the price. Turkish numbers are among the cheapest for marketing, while marketing messages to European numbers can cost several times more.

06

How long does template approval take?

Most templates are approved quickly. The most common reasons for rejection are marketing content in a utility template and badly used variables.
